The restored former Old Library in Oldham, now known as the J.R. Clynes Building, has secured two top honours at the 2026 British Construction and Infrastructure Awards, winning both the Cultural and Leisure Project Award and the Retrofit and Reuse Project Award.

The transformation of the Grade II-listed building on Greaves Street, delivered for Oldham Council by Tilbury Douglas, has successfully returned an important civic asset to active public use. The project was also recognised for its commitment to local suppliers, with 75 per cent based locally, and for providing meaningful opportunities for young people through heritage trades.
Now a vibrant civic and cultural hub, the J.R. Clynes Building houses new facilities including a Council Chamber, Mayor’s Parlour, meeting rooms, an art gallery, a studio for Oldham Theatre Workshop, and a community garden. This integration of civic, cultural, and educational activities aims to benefit residents, community groups, and visitors for generations.
The Cultural and Leisure Project Award celebrated the building's exemplary heritage regeneration, while the Retrofit and Reuse Project Award highlighted the ambition and determination in reviving the cherished community asset. Judges praised the conservation-led approach, retention of heritage features, and the introduction of new uses to boost urban and economic regeneration.
The historic building, dating back to 1883, was reopened last August after extensive restoration works, including the restoration of historic finishes and original parquet flooring, and the integration of modern facilities like a new glass lift for improved accessibility. The project was also a winner at the Construction News Awards 2026, receiving Regeneration Project of the Year.
James Kingiton, Director of Growth at Oldham Council, stated, “Winning these two awards is a fantastic achievement and a proud moment for everyone involved in bringing this historic building back to life. These awards recognise the vision, collaboration and expertise that made such a complex restoration possible.”
Kabir Salihi, Regional Director at Tilbury Douglas, added, “We are incredibly proud that the J.R. Clynes Building has been recognised in two categories at the BCIA Awards. This project demonstrates what can be achieved through a genuinely collaborative approach and a shared commitment to protecting heritage while creating meaningful, lasting value for the community.”
The 39th British Construction & Infrastructure Awards, organised jointly by New Civil Engineer and the Institution of Civil Engineers, brought together over 1,000 industry leaders on Wednesday 14 October at the Grosvenor House Hotel, London, to celebrate excellence in construction and infrastructure.
