Warrington Borough Council is investing £930,000 to update its Multi Modal Transport Model, a crucial planning tool designed to analyse current travel patterns and forecast future network operations.

The model, originally developed in 2016, will help the council understand how people travel across Warrington by road and public transport. This analysis is vital for forecasting network operations as the borough grows and will play a significant role in supporting plans for the Bank Quay Gateway development area, including proposals linked to Northern Powerhouse Rail and a future transport hub at Warrington Bank Quay.
The update is expected to be delivered in phases, with initial work already underway. The overall programme is estimated to cost around £930,000 and is being funded through the Integrated Transport Fund, provided by the Department for Transport via Cheshire and Warrington Combined Authority.
The updated model will assist the council in assessing future development options, identifying necessary transport improvements, and ensuring that growth is supported by sustainable travel choices, such as walking, cycling, and public transport.

"As Warrington continues to grow, it's essential that we have the right information to support decisions about where development should take place and the infrastructure needed to support our communities. “Updating our Multi Modal Transport Model will give us a clearer understanding of how people travel today and how our transport network will need to evolve in the future. It will help us plan effectively for housing, employment and regeneration, while ensuring we can secure external investment for major transport improvements. “This is a significant piece of work that will support the development of our new Local Plan and help us deliver a transport network that is fit for the future, encourages sustainable travel and supports economic growth across the borough."

Cllr Hans Mundry · Leader of Warrington Borough Council
The model will continue to be utilised for supporting transport strategies, infrastructure business cases, and planning decisions, ensuring Warrington's transport network can meet the needs of residents, businesses, and visitors for years to come.
